plugins/toc.php searches for headlines, and generates a CSS-toc-box out of them. The generated inner page anchors/links correspond to the wiki page source ("#lineNN"), which rareley matches the generated html output, but are at least unique and thus working.

Headlines must be in the correct form: with an space after the exclamation marks, else they will be ignored.
